The set arrives complete, which is the point of it. Most of the arguing on Halloween evening is about the piece that is missing, and here the crow and the gloves are in the same bag as the robe.
The scythe comes apart into three sections. That is what gets it into a car, through a doorway and back out again without the handle bending, and it goes together without tools.
It is a costume, not safety equipment. The robe is long by design, so on stairs and kerbs in the dark it wants a hand, and the hood narrows what a child can see to the sides.
